(Washington, DC) -- Presidential spokesman Jay Carney urges Russia to reduce tensions by pulling back large numbers of troops near the border with Ukraine. Carney also insisted that formal talks to de-escalate the crisis must include the government of Ukraine. The U.S. and allies have socked Russia with sanctions over the annexation of Crimea and more sanctions are threatened. Carney again called the Crimean incursion a violation of international law.
